IAQ Assessment Malaysia: What ICOP 2010 Requires

What an IAQ assessment involves under Malaysia's ICOP IAQ 2010: when one is warranted, who is competent to conduct it, the parameters sampled and the limits they are measured against. Plus the limitation nobody mentions, which is that conditions drift the day after the assessor leaves.

Six air quality parameters, two comfort ranges and one ventilation indicator. That is the measurement core of an IAQ assessment in a Malaysian workplace under the Industry Code of Practice on Indoor Air Quality 2010 (ICOP IAQ 2010), approved in August 2010 under the Occupational Safety and Health Act 1994 and enforced by DOSH. The code applies to enclosed workplaces served by mechanical ventilation and air conditioning, which in Malaysia means almost every office tower, mall, hospital wing, campus block and factory admin building. The employer, not the assessor and not the building owner by default, carries the duty to assess and maintain indoor air quality.

Most facility managers meet the ICOP for the first time when a complaint escalates. Someone on level 12 reports headaches every afternoon. HR forwards a petition. Suddenly you need to know what an assessment involves, who is allowed to do it, and what you are actually buying.

When is an IAQ assessment warranted?

Three situations account for most assessments in Malaysian buildings.

Occupant complaints. Recurring headaches, drowsiness after lunch, dry eyes, stuffiness concentrated on one floor or one zone. Complaints that cluster by location and time of day are the strongest signal, because they point at a specific air handling unit, a blocked outdoor air damper or a zone the ACMV system was never balanced for after a churn.

New or changed fit-out. New carpet, adhesives, particleboard workstations, freshly painted partitions and new upholstery all off-gas. Formaldehyde and total volatile organic compounds (TVOC) are the parameters that matter here, and the first weeks after handover are when they peak. Assessing before occupants move in gives you a baseline and a negotiating position with the contractor.

Routine diligence. Larger organisations, multinational tenants and healthcare operators run periodic assessments as part of their OSH programme, alongside noise and lighting surveys. The ICOP does not prescribe a universal frequency, so the interval is a risk-based decision documented in your own OSH plan rather than a number you can copy from the code.

A fourth trigger is worth naming: a tenant or auditor asking for evidence. If a prospective tenant's due diligence pack asks for IAQ records and you have none, an assessment is the fastest way to produce something defensible. Who conducts the assessment?

Not your ACMV contractor with a handheld meter from Lazada. The ICOP expects assessments to be carried out by trained, competent assessors, and DOSH maintains registration schemes for the people and organisations who do this work. When you request quotations, ask for the assessor's registration details, the make and model of instruments to be used, and the calibration certificates for those instruments. An uncalibrated formaldehyde meter produces a number, not evidence.

Expect the scope of work to name the sampling standards or methods for each parameter. Bacterial and fungal counts in particular require culture plates, an incubation period and a laboratory, which is why microbiological results arrive days after the site visit rather than on the same afternoon.

What gets sampled in an IAQ assessment?

The ICOP IAQ 2010 sets acceptable limits for indoor air in the workplace across a defined parameter list:

Carbon monoxide at 10 ppm. Formaldehyde at 0.1 ppm. Total volatile organic compounds at 3 ppm. Respirable particulates (PM10) at 0.15 mg/m3. Total bacterial count at 500 cfu/m3. Total fungal count at 1000 cfu/m3.

Carbon dioxide sits in a different category. The code treats CO2 above 1,000 ppm as an indicator of inadequate ventilation rather than a toxin limit. At the concentrations found in offices, CO2 is not poisoning anyone; it is telling you that the outdoor air being delivered is not keeping pace with the number of bodies in the space. That distinction matters when you write the corrective action, because the fix is almost always a ventilation fix, not an air cleaning fix.

Alongside these, the assessment records the comfort parameters: temperature and relative humidity, against the ICOP's recommended ranges of 23 to 26 degrees C and 40 to 70 percent RH. MS 1525 recommends the same 23 to 26 degrees C band for indoor design conditions, so a building running at 20 degrees C is failing an energy standard and a comfort guideline at the same time while spending more on chilled water to do it.

Air movement, and often the outdoor air supply rate, are recorded too. For context, ASHRAE 62.1 puts typical office ventilation at approximately 5 cfm per person plus 0.06 cfm per square foot of floor area, useful as a sanity check when you suspect an outdoor air damper has been shut to save energy.

How sampling points and timing are chosen

Sampling points are selected to represent the occupied breathing zone, spread across the areas served by each air handling unit, with attention to locations that generated complaints. Assessors typically measure at seated breathing height in occupied workspaces rather than at the diffuser, and they include comparison points such as outdoor air at the fresh air intake, since indoor particulate and CO reading only mean something relative to what is being drawn in from outside.

Timing follows occupancy. A reading taken at 8:30 am in a half empty office tells you very little about the 3:00 pm condition when the floor is full, solar gain is peaking and the chiller is at maximum load. A competent assessor samples during representative working hours and, where complaints are time specific, during the window when occupants report symptoms.

What the report tells you, and what it does not

A usable assessment report gives you measured values per sampling point against each ICOP limit, the instruments and methods used, the occupancy and ACMV operating conditions at the time of sampling, observations from the walkthrough (filter condition, drain pan fouling, damper positions, water staining on ceiling tiles) and recommended corrective actions.

What it does not give you is assurance about tomorrow. Every assessment is a snapshot of a few hours in a building that changes continuously. The outdoor air damper that was open during the site visit gets closed the following week by a technician chasing a chilled water saving. A floor gets 40 more desks after a reorganisation. A belt slips on a fan. A drain pan blocks during the monsoon and fungal counts climb over three weeks with nobody in a position to see it.

This is the structural limitation of spot checking. You are paying for evidence about a period you have already survived. Between assessments, and that gap is usually measured in months, your visibility is whatever occupants choose to complain about, which is a slow and unreliable sensor. Closing the gap between assessments

The practical answer is not to skip the assessment. You still need the accredited snapshot, the laboratory microbiology and the assessor's signature for compliance and for tenants.
