About the project

FINAS, the National Film Development Corporation Malaysia, runs the country's film and multimedia industry from a headquarters built around studios, post-production suites and offices. A facility like that has to stay cool and stable through long production hours, and its cooling comes from a central chilled water plant. Cobler delivered the BMS controls for that plant.

The number that matters: kW/RT

A chilled water plant is judged on its kW/RT, the electrical power it spends for every tonne of cooling it delivers. It is the plant's running efficiency, and on a government facility that runs daily it lands on the bill every hour. Most plants sit around 0.85 to 1.0 kW/RT. This plant runs at 0.7.

Reaching 0.7 is not about one efficient chiller. It is the sum of the chillers, the pumps moving chilled and condenser water, and the cooling tower fans, all working to the building's real cooling load rather than flat out. Holding that across a day that swings between full studios and quiet offices is a control problem, and that is the BMS's job.

The solution

Cobler designed and delivered the building automation and BMS for the plant, sequencing the chillers, pumps and cooling towers as one system.

- Chillers are staged to the building's real-time cooling demand, kept in their efficient band instead of running more capacity than the moment needs.
- Pump and cooling-tower output follows the load, so the energy spent moving water and rejecting heat scales with demand while the plant holds a healthy delta-T.
- CobiNeural sits over the plant and tracks the kW/RT KPI live, so operators see plant efficiency as it happens rather than reconstructing it from a bill.

The result

The plant holds 0.7 kW/RT across the operating range, not just at a single design point. For a public facility that runs every day, that is a permanent reduction in the cost of keeping the building cool, and a plant whose efficiency is visible and controlled rather than assumed.
